Budgyt has default formula structures for payroll taxes where the amount is calculated as a percentage of the first X dollars of payroll, but not if you need to increase the rate above a certain limit.

To do this you will need to create a pair of variable formulas. One will have a negative percentage up to the limit (eg -0.5% up to $100,000), and the other will have a positive rate (eg 2.5%) with no limit. This effectively adds together the two rates below the limit, so in this example you would see a 2% rate up to $100,000, and a 2.5% rate above.
